I agree that they aren't fertile, never were. Like you thought the male isn't doing his job How big is your male? And is he getting any animal protein?

He's 10" what do you mean animal protein? They will only really eat tuna out of all meats so they have that once a week and plenty of weeds the rest of the time

10 inches is a bit small so it could be that. Have you tried worms with him? Mine never turned down a worm.
