For me the worry is the magpie. There are lots of these in my area and they come into the garden a lot. I have seen them sit on the mesh lids of my enclosures and look down greedily at the tortoises below.

Seagulls like to sit on the large pond in the park just a couple of hundred meters away but they never come in the garden.

My garden might seem too enclosed for the seagulls, but the magpies are around all the time. Often making that hideous noise. I'm sure they would be a risk if I didn't have mesh lids.

We never have magpies but were bothered by cats for a while and they used to sit on the wire mesh and watch. They might not have done any intentional harm but could have left the torts lying upside down maybe and certainly could have stressed them out if they had been 'playing' with them. We had a heron come to the pond when we had one but don't know if it would take a small tort or not. Loads of buzzards about here but never seen one near the garden

For the time and cost of making a hinged mesh lid i would say it definately needs to be done.

Mine don't have hinges, they are just laid on top of the surround with supporting posts where required.
This was the one I had a few years ago
