Default Won't use front legs

My friend has a Hermanns tortoise who has been absolutely fine until recently. Today she has been telling me he tortoise won't push up on her fron legs when in her enclosure..apparently when in the bath she will, but generally will just slide along.
I have asked, in my novice way, about calcium supplements and uv, which are said to be in place.
I have suggested MBD....but not really sure about the signs.....
Does anyone have any ideas?

Could be a few things, like gout, swelling of the spinal cord, infection, not enough calcium to let the muscles work and MBD. A vet visit is in order to find out exactly what's going on.
