It's certainly a great space and a good start, and there's plenty more you can do to develope it , which is the fun part. I would perhaps take out the sand, as this can irritate their eyes and just have the soil, and then add a few more plants, because they do like hiding under woody plants like lavender, thyme, and grasses. You can look on the tortoise table site, to see what you can and can't plant safely. You can add pebbles , small rocks ( not sharp) a cold frame for warming, . But have some fun developing it.
